QUALIFICATIONS

Here are the simplified requirements for vehicles, attendants, and drivers for Reem Limo LLC, a non-emergency transportation (NEMT) brand. These requirements serve as minimum guidelines and may change over time. For current contract requirements, please contact us directly, mentioning the plan you are enrolling in.

Requirements for Vehicles, Attendants, and Drivers:

Compliance:

  1. Vehicles must follow all federal, state, and local laws and regulations.
  2. Transportation providers must comply with local ordinances and hold valid licenses from the local authority. Drivers must also be PASS certified.
  3. All vehicles must be titled and licensed by the Department of Motor Vehicles to operate in Methuen, MA.
  4. Subcontracted NEMT providers must have full coverage insurance as required by the Commonwealth.
  5. The provider network must have backup vehicles and drivers that meet all the requirements stated here.

Driver Requirements:

  1. Driver must be 21 and up, Aurora CO driver license.
  2. Driver must have a good driving record no more than six points.
  3. Driver must have CPR and first aid certificate
  4. Driver must have pass certificate
  5. Driver must have DOT
  6. Small Vehicles Training.
  7. Drivers must always adhere to and comply with Traffic Regulations and Rules.

Attendants:

  1. A transportation attendant should be provided when necessary for member safety, trip punctuality, or to address behavioral issues during the journey.
  2. Attendant claims should be submitted as part of encounters.
  3. Minors aged 12 and below must have an attendant if no family member or escort is available.

Vehicle Requirements:

The following requirements apply to all vehicles used by the contractor. Additional vehicle requirements may be included with prior approval from Reem Limo.

  1. Vehicles and components must meet or exceed safety and mechanical standards set by state, federal, local, and manufacturer regulations.
  2. Vehicles must have functional heating and air-conditioning systems maintaining temperatures of 68 degrees (air conditioning) and 74 degrees (heating) at the rear of the vehicle.
  3. Safety belts must be provided for all passengers, and securement belts must be installed for each wheelchair position.
  4. Age and weight-appropriate infant and child safety seats provided by parents or guardians must be used when transporting children up to the age of seven.
  5. Newer vehicles with longer lap/shoulder belts must have at least one seat belt extension.
  6. Each vehicle must have a seat belt cutter within reach of the driver for emergency situations.
  7. Vehicles must have accurate speedometers and odometers.
  8. Two exterior rear-view mirrors must be present on each vehicle.
  9. Vehicles should have headlights on during operation.
  10. Each vehicle must have an interior mirror for monitoring the passenger compartment.
  11. The exterior and interior of vehicles must be clean, well-maintained, and free from damage that affects their appearance or poses a hazard to passengers.
  12. All vehicles should be absolutely free of hazardous dirt or debris or items that are not secure and operate within the service provider’s safety standards.
  13. The license number of the vehicle, the service provider’s toll-free numbers, and complaint procedures must be clearly displayed inside or outside each vehicle. Written copies of this information should be available upon member request.
  14. Smoking, including vapor and e-cigarettes, is prohibited when providing services for Reem Limo LLC.
  15. All vehicles must have a packet with important information like vehicle registration, insurance card, and procedures for accidents and incidents. If the vehicle is leased, the packet should also include the lease agreement.
  16. All vehicles must have a first aid kit that includes items like adhesive bandages, cleansing wipes, dressing pads, eye pads, gauze bandages, and more.
  17. All vehicles must have a GPS device or map to help locate members, facilities, and other service providers in the areas they operate.
  18. All vehicles must have a working fire extinguisher that is easily accessible to the driver and can handle different types of fires (Class A, B, C).
  19. The Contractor must ensure that vehicles with license plates comply with local regulations and are licensed by the local authority, if applicable.
  20. Insurance coverage for all NEMT vehicles must be verified and maintained according to state and local regulations and contract requirements.
  21. Wheelchair vans and stretcher vans must meet the requirements set by the DMV.
  22. Ambulances must meet the requirements set by the Methuen Department of Health, Office of Emergency Medical Services.
  23. Vehicles must have a “Spill Kit” containing items like spill absorbent, gloves, disposal bags, disinfectant, and deodorizer.
  24. Wheelchair vans that accept hospital discharges must have a wheelchair on board that is in good condition, securely fastened, and meets certain size requirements. They must also have lap and shoulder belts for wheelchair riders.
  25. The Contractor must document the age, manufacturer, model number, and lifting capacity of each wheelchair lift in their network of transportation providers.
  26. All vehicles must be inspected before transporting members and must undergo semi-annual inspections. Any vans with wheelchairs or stretchers require an in-depth inspection every year. The contractor must keep records of all inspections in an electronic database.
  27. There should be a plan to inspect all vehicles used by transportation providers every six months to ensure they meet safety and comfort requirements.
  28. The Contractor must personally inspect all vehicles transporting members under the contract twice a year. Non-contracted transportation providers not governed by another state agency must also have their vehicles inspected by the Contractor. After inspection, an inspection sticker will be applied to each provider vehicle.
  29. If a vehicle or driver is found to be non-compliant with the contract requirements or any state/federal regulations, they may be temporarily taken out of service until the issues are resolved. Any deficiencies and actions taken will be documented and recorded.
  30. The Contractor must have monthly vehicle inspection reports to ensure that all vehicles used by transportation providers meet the requirements and maintain safety and passenger comfort.
